Call blocking should be considered as priority security issue

rocky-planet I think system-wide call and text blocking and management (e.g. whitelisting)has to be prioritized as a security issue.

Try: Phone -> Settings -> Blocked numbers and set options:

Numbers not in Contacts (Block numbers that are not listed in your Contacts)
Unknows (Block calls from unidentified callers)

From Settings: "You won't receive calls or text from blocked numbers"

In any case, I am afraid I do want numbers I do not know to contact me. I want to blacklist callers that become abusive.

Its only in certain circumstances I want to curate a whitelist for all callers, perhaps on a per-profile basis. I believe whitelisting should be included in a general GOS Caller Management Toolkit.

rocky-planet clearly your phone number and detailed information is being pulled from data brokers or some source to target you. If it's as bad as you're describing, I would strongly recommend getting a new phone number and using a service like Optery.

I would start a new line and run dual Sim for a bit while you transfer anything important over to your new number. Once you think you've got everything moved, kill the old number.

I went through this process last year.

rocky-planet I can't comment on other services but I can whole heatedly recommend Optery.

I've all but disappeared from "people search" engines after about a year of paying for Optery. The information that remains is false or obfuscated in some way

rocky-planet The setting is found in the setting section of the dialer app, not the device settings itself.

You can block numbers by holding down the number from the recent call list and selecting 'block number'.

You're doing it wrong. Settings in Phone App (not a system Settings). Launch Phone by clicking on the icon. Click on the 3 dots at the top right corner. There you have the settings for Phone (application).

argante Great, found it. But it adds nothing.

It still works only on Owner profile (see above).

Also, I have no idea how blocking based on Contacts would work with Scopes and profiles without Contacts but still with calling privileges.

This is not a solution.

My ISP (Free mobile in France) provides a firewall in the user interface on the website. I can create rules for incoming and/or outgoing calls and/or sms (exact numbers or ranges with wildcards). Everything is blocked at the ISP level. Check if your ISP has something similar.
