I installed Organic Maps a couple of months ago and RHVoice did work. I tested it to make sure. No idea how long it hasn't been working as I don't use navigation very often.

I do have google services installed.
I do hear the turn by turn instructions if I'm using OSMand. Text-to-speech with RHVoice works just fine.
With Organic Maps this isn't working. I'm fine with this. Used Osmand for years and have already switched back.

So I got TTS to work with Organic Maps, and I now have offline turn-by-turn nav with voice instructions with Organic Maps. Was not working with RHVoice as mentioned in above posts (does work for Magic Earth). Since I like Organic Maps I kept trying things. Downloaded open source eSpeak and went to Text-To-Speech-Output in Accessibility and switched to it. Did not work. Switched back to RHVoice and it worked!
I have tried to install Google TTS Engine (without GSF) from Aurora, due to my language isn't supported by RHVoice, but no luck.
The app installs and I can download the voice recognition data for my language (about 123MB) but I can't download the TTS data. I think TTS data is downloaded using GSF by a strange reason.
I use eSpeak and highly discourage using the Google Engine.

Worked directly. You need to enable the TTS once, or it wont work.
The espeak voice sounds very robotic though, and you need to tweak it to fit your needs. I recommend using it, as its fine.
There are many other TTS libaries out there, simply nobody has made an Android App yet.

I will try eSpeak. Last update from eSpeak-ng is from 2022. Is the project dead?

I tried the same - installed RHVoice and wan't able to get any voice output from Organic Maps. So then installed sSpeak with the same result. I then switched back to RHVoice and it's now working.
I'm using one of the arm64 apk files created using the Piper-TTS engine here and it's working very nicely and sounds so much more human and has Zero contact with the Google-monster.

The issue I had (maybe you too?) is that after installing the TTS app it won't work immediately. You need to go to the system settings and search for TTS settings and then select your app (say, RHVoice) as the default TTS app. Even if you have just one eligible app installed, you still need to select it once.
I got Organic Maps and RHVoice working today. In the Organic Maps help files it says under "Testing" "Organic Maps will not give you any voice instructions while you're standing still". So I tried it today and it works.

From the posts above I noticed a common complaint about the robotic-sounding voices from ESpeak and RHVoice, which I have to agree with. Even when I used Google Speech Services, I found the voice quality to be subpar.
Since then, I’ve used Sherpa TTS, and the voice quality is excellent, at least with the voice model I downloaded. It works well with Organic Maps, as mentioned in the thread above (MoonshineMidnight from Dec 9, 2023).
