In this article under privacy concerns it's noted that carriers can remotely activate e911 for location tracking purposes even outside the purpose of an emergency.

My question: can they do this with GrapheneOS and if yes, could they do it with airplane mode via WiFi calling?

Not sure about this case specifically, but you should assume that your cellular network provider can track your location at all times. The only way to prevent that is by enabling airplane mode.

Therefore, enabling airplane mode would also protect you against the form of tracking you specify.

    Please read: https://grapheneos.org/faq#cellular-tracking

Correction: WiFi calling still possible when in airplane mode.

flighty_sloth can they do this with GrapheneOS and if yes, could they do it with airplane mode via WiFi calling?

I am happy to be corrected on this, but I don't believe phone calls can be made with WiFi calling when the phone is in airplane mode.

treequell The purpose of WIFI Calls is to make calls when the mobile coberage isn't enough, even if you're in airplane mode but Wifi enabled

treequell On my 4A 5g and my 5a the WiFi calling didn't work with airplane mode, BUT on my 6 it does. I have no idea why, same sim and all.

In regards to airplane mode, it will turn off WiFi, Bluetooth and cellular. However, you can turn on WiFi and WiFi calling when in airplane mode, thus still keeping your cell tower connection and Bluetooth off. However, it is important to note that even if using a VPN while in airplane mode with WiFi calling turned on, your WiFi calling will not be routed through your VPN, but rather separately to a cellular WiFi AP. Cell providers can track your location via WiFi calling even if you are using WiFi calling with a VPN and airplane mode on just as they can track you by GPS through E911 even if you have Location (GPS) turned off.
