A "state agency" can take the flash memory chip out and access its contents regardless of whether or not your bootloader is unlocked.
As others have pointed out, if your bootloader is unlocked, there is nothing preventing someone with physical access from INSTALLING their own operating system customizations that could provide them with all kinds of data, including your password (if you enter it), therefore if your phone ever leaves your physical control for any period of time, you should assume that it has been compromised and do NOT even enter the unlock password.
Now while having a locked bootloader, in theory, protects you from this kind of attack, I would assume that anyone with the capacity to take advantage of it will be able to implement it regardless of it being locked or not. If the phone ever leaves your physical control, it should be assumed to be compromised. No exceptions.
