When I first installed Ringcentral business phone app everything worked fine. Then a few weeks ago the app stopped ringing on incoming calls. Outgoing calls and everything else works fine. In the last few days the app started to ring on a just a couple of calls but the vast majority still won't ring. It's not a cell signal issue as most of the time I'm on wi-fi. I just noticed that I've gotten a notification that "Push notifications will be delayed because Play services not allowed to run in background" don't see how that could be problem as it didn't prevent phone from ringing when I first installed? Any thoughts/ideas would be greatly appreciated!

This is almost certainly your problem.
There was a recent change to how the Google Play sandbox works. I may get the technical details a bit wrong here, but there used to be a GrapheneOS system service that ran in the foreground, and (as a side effect) kept Play Services running. This is no longer the case, so Play Services permissions to run in the background and unrestricted will matter a lot more.
