Unrestricted battery access? Please check by going to App Store > Google Play services > Settings > App battery usage. Then tap on the text "Allow background usage", then check that "Unrestricted" is selected.
If that doesn't help, perhaps rebooting the phone will perform some magic maneuver that changes things for the better.

fid02 You fixed it! I enabled unrestricted battery access to all the google related stuff that gets installed via sandboxed and it fixed!

You should give a battery optimization exception to Google Play services for features like push notifications to work properly in the background. It isn't needed for the other 2 apps.

Thanks for reporting back. Unrestricted battery usage is only needed for Play Services if you want to receive push notifications reliably.
fid02 Thanks! Will other apps need this? I'm a bit unsure what the difference between unrestricted and restricted would be for any app, say like Discord for example
pixel9owner The default setting is enough for most apps. Discord shouldn't need Unrestricted battery usage. There are some apps that don't play well with the default setting; for instance I'm using an app called Rimusic, which needs to have Unrestricted battery usage just so I can resume audio playback from the lockscreen after more then 2 minutes passed since I paused the playback. But most apps are well optimized and work fine with the default setting.
Having one more issue. An app wants to do some sort of SMS check to my phone number, but it doesn't seem to work. Just says "please try again later", but on my Samsung it works fine. I know it's related to google services somehow but not sure how... On samsung if I disable google play store it doesn't work, but enabling works. So I tried enabling all permissions of google stuff on pixel 9, and still doesn't work. Even specifically sms.
pixel9owner May I please suggest that you create a new thread for this? It sounds unrelated to the original issue. Would be beneficial if you could then describe what sort of SMS check the app wants to do (what is the app's name, what does the app do/say before the error message, does it require the SMS permission, etc.).
Pixel 7pro, sandboxed play services installed, network notif. and battery permissions granted and discord notifications work fine. Only exception are the messages, which were sent to me while phone was offline, so after reconnecting there is no notifications for these msgs. Related to discord notifications only.

Well, seems to be usual behaviour of discord, tested on non grapheneos android - same issue.
