I mean... It is not okay to deliver an OS where you cannot set correctly wallpapers... (2nd user profile)
While I share your frustration, this isn't a GrapheneOS issue. It's an known upstream bug from Google through the AOSP base. As it's not a security/privacy issue, it's not usually something the developers work to resolve.

You will encounter the same things on Stock OS or other alt OSes. AOSP doesn't give much love to secondary user profiles, and most upstream bugs that people on GrapheneOS face are due to the usage of secondary profiles due to them having been ignored by AOSP for the most part.
With the release of the Pixel Tablet, Google seems to be paying a lot more attention to secondary user profiles, so I expect to see a rapid increase of fixing these bugs in the future.

[deleted] FWIW, I look for high res landscape photos (e.g. unsplash) with a horizon in the background and little else in the foreground. That way, when it stretches/zooms, it's harder to tell the whole thing is screwed up. Good luck!
FYI, wallpapers work correctly and are not distorted if they are set up via an app like Doodle or Breezy Weather
