I am trying to install GOS on a Pixel 6 phone from Virgin Mobile (Canada). After a factory reset, the OEM Unlock toggle was greyed out. But a bit later, once the device connected to WiFi, the OEM Unlock toggle became active, meaning the bootloader could be unlocked.

Is this normal behaviour? Can GOS be flashed on a device like this?

    Yes and Yes.

    pr3259 Yes it's normally only possible to enable OEM unlocking after you have connected to the internet. You are all set to install GrapheneOS on that device.

    Yes, there is a online check it must perform to make sure the device is not reported stolen.

        When I bought my pixel 6a the oem unlocking was also greyed out but I just had to do the updates
