Yes, you have to install GrapheneOS yourself. That's how it's always been. Google Pixels DO NOT come preinstalled with GrapheneOS, you have to install it yourself (unless you buy it from an online store that preinstalls it). GrapheneOS will always recommended installing it yourself.

Based on what I understand, one of the main benefits Motorola gets out of this partnership is a secure and private OS for their corporate/enterprise customers. I believe another is assistance with fast and high quality security updates for their devices, most OEM's are far behind on updating to the latest AOSP releases and Android Security Bulletin's in a timely manner. Another potential benefit is more device sales as GrapheneOS becomes more known to regular consumers (not just the ones already privacy and security conscious).

GrapheneOS has been publicly available for many years. It can be installed on one of the supported devices via grapheneos.org/install/web or purchased preinstalled by a vendor selling it. It's very easy to install and that's what we recommend. The FAQ has a recommended devices list.
