bagel I suppose top tier would apply more to their capabilities than just market share, their market share is sub 5 percent to be fair, but since they're technically capable the lack of market share could very well be why they're open to working with GrapheneOS assuming that's who it is. Of course it's still just a guess and I wouldn't bet money on it, but Sony is still my top guess.
