  • Networking QS tiles can't be toggled from lockscreen. Intentional?

I noticed that networking tiles like Bluetooth and Airplane Mode can't be toggled without first unlocking the phone. I seem to recall that being possible on Pixel OS. Is this intentional behavior related to this part of the Features page?

If so, is there any way to make it partially functional, e.g. able to turn Bluetooth/WiFi off or Airplane Mode on while locked, but not vice-versa?

That would be a huge security hole! An unauthenticated person being able to control the network and device connectivity status? NO WAY!

I think it's a good thing. I don't know for other OEMs but Samsung has done this for ages and believe it or not I've found a Samsung phone I lost through the Android FindMyPhone app because no one could toggle the network without unlocking.

I actually found it odd that Pixel by default allowed you to do that without unlocking and I'm glad Graphene is not

As mentioned above, this facility is not available on GrapheneOS.
