If grapheneos worked with an oem to build a custom device, would the device need to receive approval from google in order to include play services?

I could be wrong, but nothing would change. You only need approval to bundle Play services with the OS. GrapheneOS doesn't bundle play services.

Google Play services and Google Play Store are updated through the App Store.

Delaney I guess my question is whether google has has a whitelist of devices allowed to run play services based on which OEMs have licensed it, i.e. would you be able to run it if google detected you were using unapproved hardware? Or could GrapheneOS be like hey don’t worry about it we pinky promise this is a pixel

AtriumCompound I'd guess they could apply Google's SafetyNet attestation to their services. Thankfully that's not happened.

They might have a list, but I don't think it matters regardless. They don't block OEMs. Even rooted OEMs are technically allowed.

If they did that it would mean losing users, which would be counter-intuitive given Google's main business model depends on harvesting data.
