I retested Weather XL and Weather XS before booting release 2025080400 (on 2025073000), after booting release 2025080400 before enabling the new opt-in geocoding support added in this release, and after enabling it. I can report that only in the third case both apps were able to successfully pinpoint my location!
I tried testing 1Weather as well but the app didn't work at all when I tried to open it in the first and second cases so I gave up trying to test it in the third case. I can try testing it later (obviously I can't test it anymore with the first case).
