do you see it as an issue if the SIM can be activated only from the main profile? I can't see the option at all in the secondary profile under "Settings" -> "SIM", I can only set the Airplane mode.

it's no issue. This is intentional. The main profile is effectively the admin user and the other profiles are restricted users.
Just like with stationary computers.
I don't know how much it affects energy consumption, but for many GOS users it has proven to be a good idea to only use the owner profile as admin access to install apps etc.
Your “second user” then is the one (“the first user”) for daily use and all other created users are only for special purposes and ideally not constantly running in the background, because that definitely eats up a lot of energy, especially if someone has some evil crap like FB or WA running in it.
Note: You can set whether additional profiles should be terminated (frozen) or continue to run after switching to another profile.
Advantage:
You then only install apps once (in the owner profile) and do not need to update them individually in each of your profiles.
This is all done from the owner profile.
I haven't tried this myself yet, but some experts recommend it.
I'm going to test it on my second device at some point (energy consumption is important to me).
