Is it possible to use system backup as a way to transfer data to a new phone? I think the answer is "no" based on my use of it thus far, but, I figured I would ask this forum to find out if there's something I am missing.

tnk479 You need a USB storage device or another mechanism to move the data between the devices. It can't directly transfer to another device yet, but it's planned as a core feature for our replacement backup app that's on the backburner right now.

A good reliable backup of all apps and their data seems like a core feature of any OS, and yet, it remains "on the backburner" in spite of the many posts on this forum on how unreliable current option (seedvault) is. Just saying (...and hoping the project would re-prioritize the need for a proper/fail-proof backup solution).
tnk479 Hello tnk479, Personally, I feel the easiest and fastest.way to transfer data is via USB connection to a laptop or PC. Of course, this also depends on the two operating systems you are dealing with on your phones.
Hopefully MarSOnEarth reply regarding a reliable backup. We'll get some attention.
