Nope. People have been charged. The courts are siding with cops, of course.

This has been going on for many years, and I don't see anyone getting out of paying the fine.
2016: "An officer will usually issue a warning the first time, but once that’s in the system, it’s up to the owner to get that plate fixed. The next time, a ticket will be issued.” It’s a $110 ticket."
When the reflective color layer peels away, the stamped number/letter is still raised, visible and recognizable to a human eye. The LPR may fail because it needs a lot of contrast, but a human can still see it. Plus, not all number/letters are gone, and a partial plate is matched with records of the make/model/color of the car.
