The law is set to take effect in 2035. You've got some time.
Like most laws with a start date set 10+ years in the future, this can will likely be kicked further down the road to 2040 or 2050, if ever.
More importantly, tracking has nothing to do with drive train. Electric, Hybrid, Gasoline, Ethanol, Diesel, CNG, Hydrogen, etc... they don't matter. Gasoline cars have been "tracked" through services like On-Star for decades.
For disabling the connectivity for a car, it really depends on the model. I worry that some cars (ahem, Tesla) will be so interconnected and with some drive features on a subscription model, they will brick the vehicle if it doesn't connect.
But the real "tracking" of cars, isn't really from radio signals. It's the big metal reflective thingy with letters and numbers on the front and back of the car. License Plate Readers (LPRs) have been a big thing in the EU, UK and the US and the coverage is now huge.
Bottom line. If it drives on public roads.... They WILL track you.
