No, hash algorithm does not matter. If there is only 232 possible input strings that gets hashed, the hash algorithm, regardless of theoretical strength, only has 32-bits of pre-image security, and 16-bits of security against collisions. Half of that if quantum computers happen. Trivially breakable by anyone with a reasonably powerful GPU. The full security of a hash algorithm also depends on the input data having at least that much entropy. This is not true for IPv4 addresses.

No. Even the GrapheneOS developers are very clear that using Vanadium with Tor will not give you any real level of anonymity, since Vanadium is fingerprintable and no one has developed meaningful fingerprinting resistance for Chromium based web browsers yet. Really, use Tor Browser. This is what GrapheneOS developers have said repeatedly too.

Just to clarify, Orbit is also Tor. GrapheneOS account was referring to Tor Browser.
Depends on your threat model. Vanadium has much better protection against remote exploits, but lack meaningful fingerprinting resistance. Tor Browser makes your fingerprint look like all other Tor Browsers, to prevent deanonymization, but does have anywhere near Vanadium's level of security against exploits. (Lack of good exploit protection is why GrapheneOS said Tor Browser has its own problems.)
If you need anonymity, use Tor Browser. If you do not really need anonymity, but need to use Tor for other purposes, Vanadium provides better security. But in the latter case you probably would not consider Tor to begin with.
