Disabled all app notification incldg the seedvault system file. Did the move/delete/copy steps and all are in working order. Reenabled app notification permission/run the m/d/c steps several times and notification disappears once the related task is complete. Now i can sleep 🤗

I wonder what the culprit was, and which app caused it. If it happens again, perhaps it is good practice to identify which particular app is causing the notification issue. You can try disabling notifications one app after the other, (one by one) until the notification bug has been resolved. Sometimes emptying an appcache can also still the issue of that particular app or service. (Not the storage, that will delete your settings of that specific app)
This way you don't have to disable notifications for all apps.
