No one else on the forum or Reddit has reported the issue other than me so far, so maybe it's not as widespread as I thought. It is affecting me, though, and a number of users of the Google QPR2 beta, and as I said I don't think Google has pushed stable QPR2 to 7a devices yet. I can't imagine there are many 7a devices running GOS beta builds, so that might be why it's not been discussed much here or on Reddit.
Scrolling through the Google issue tracker there are around 20 duplicate bug reports for this, all with the same symptoms. The issue number is 458304750 so you can track it over there, but there's very little activity on it other than people saying they are affected. Seems like it's gone unresolved since October.
I would not update yet, personally. But for security reasons you should update if/when it reaches stable. There is nothing the GOS devs can do to resolve an upstream issue with AOSP, and until then your device would not be receiving security patches if you avoided updating entirely.
EDIT: There's at least 50 people reporting being affected by the issue on Google's QPR2 beta, looking at the number of votes on that issue.
