As explained before, because in most versions of Android, there is no such permission: apps always have access to sensors. If an app uses sensors, it is not likely to gracefully handle zeroed sensor data. Denying sensor permission will break some apps.

The GrapheneOS project made a choice in favor of compatibility in this case. You're free to disagree, and it's only a matter of flipping one toggle to enjoy your preferred behavior.

Probably9857 If you know, it is. It is not asked during initial configuration, so now I did all the initial setup without knowing and everything is enabled.
However it says that it GOS will ask when sensors are accessed, so in fact it is rather default-as than default-on, isn't it?!
So its pretty much irrelevant that it is default-on. That is a good design, In was just misleader because it is listed as granted when in fact it is just "ask".

You are misunderstanding. It only notifies when an app attempts to access sensors when the permission has been denied.

Why is the Text about notification on access shown IFF the default-on option is disabled, if, as you say, the notification ia shown only for (default-) off? If you are right, that Text ia misplaced, isn't it?!

Here is a direct quote from the GrapheneOS website:

The default is sensor access allowed, and in that case there is no notification when sensors are accessed.

People who want all those sensors off probably want those things broken so they don't work anymore. If that decreases the functionality of the phone, there seems to be a contingent of people that want exactly that. Just disable all the sensors so that nothing can be used as a microphone, those people will then shut up and be happy.

While that does not lead to the full appreciation of what you have built, it would satisfy a certain group of people who no longer want to be tracked at all for any reason. Now that I find I can nuke my IMEI that's next on my list.

Singamajig1990 It's advisable not to disable access to sensors for system applications, because you risk breaking something, but you can try to do it on a third-party application you install, many applications work without sensors, in my case, apart from Organic Maps, the third-party applications I've installed don't have access to sensors and I've never had any problems, and I know perfectly well that all applications expect to receive this access.
