I have this same issue. It is indeed intermittent and I don't know what triggers it. I also use a secondary profile as my main profile, I have a feeling that might cause the issue. Going into my owner profile to make a call doesn't work, I need to reset the mobile modem (Settings > Internet > reset symbol on top right) while in owner profile, and this usually (or always?) fixes it, maybe I needed to restart the phone in the past. I assumed it had something to do with the VPN I was using in owner, I used to have Orbot but then switched to Rethink DNS, and I've had this problem on both.
Sounds like there's no permanent solution except to wait for a fix. I've had this issue for maybe a year.
