lovefromisrael hii i also from israel, i had the same issue and a update to android 16 fixed it.
i have pixel 8 not a though.
maybe a update will fix it? look out for updates .
i on cellcom and called them and asked plephone , they said my phone wouldn't get support becuase i dont have the option but after Android 16 everything works for me for now. i would be happy to help you but not sure i can anymore than this.

Coincidentally, the latest GrapheneOS version, currently in Alpha, might be able to help. Worth a look when it reaches Stable.

i've tried to force it with no success. it didn't appeared at the top of the screen.

when i chose lte only i could not make calls.

btw. i've contaced the company [WECOM] and they said that they won't be able to solve it for me because they don't support grapheneos.

they didn't knew what i'm taking about when i asked them about the possibility to send me new settings that include the 4g and volte..

what do i need to do? maybe switch to another company like the 019 company?

Switch carriers, and inform your current supplier why! That would be my solution as an outsider looking in.
You might have existing contracts to pay for etc, so it may not be so easy.

i've tried to switch to Partner [a carrier] online and it failed two times.
then i've tried Cellcom and it failed once.

maybe the online forms are better working at day time? [i'm using the brave browser]

i will have to give one of them a call so they will subscribe me

so i switched a carrier and after some hurdles still..... i succeeded and now i've the 5g.

i've talked again with Partner.. they said that even tho i've a toggle it does not mean that i'm on volte.. {volte does not appear to me at the top of the screen.. i just have 5g or lte sometimes..}

Use carrier settings override, and enable VoLTE and VoNR there.
Should work if you force them all to ”on" and restart.

Now check your IMS status in * # * # 4636 * # * #
under the IMS menu it should say registered or not.

You won't see other indication if VoLTE is enabled.
Or, if VoWiFi is working, you can connect to WiFi and try
to make a call while on airplane mode. Another indication
that IMS is working but not really related to VoLTE.

Or, switch to 5G/LTE only and make a call. If it works,
it's doing so over LTE.
