The problem with dopamine disregulating behaviours is not "the Internet", nobody got addicted to refreshing their weather forecast.
The problem is websites that are designed using casino-like principles to introduce random dopamine rewards (so mainly social media). You don't need to cut yourself off from, say, The New York Times and Accuweather if you're susceptible to Facebook and Xitter addiction, but you do need to be able to control access to casino-like websites if you have issues with impulse control.
And some people are more susceptible to the casino-like design than others, so they might need technological solutions, a common problem amongst security nerds is the lack of understanding of human variability and the fact that different humans may, in fact, have different needs.
Which is why digital balance solutions (and, in particular, parental controls for people with undeveloped frontal cortex, that is, kids, who are more susceptible to aggressive tactics by tech giants intended to addict them to their products) are very important part of smartphone design and the lack of their implementation in GOS is a problem (I wouldn't recommend GOS to kids, even though kids are people too and deserve a secure phone, too).
