In short, adding a folder to apps doesn't mean they're going to save to that one particular folder. If I recall correctly, Pixel Camera always saves files to the DCIM/Camera folder (yes, it can do that even without you first adding that folder to storage scopes, you'll probably want to read about storage on Android here too). I don't believe the folder Pixel Camera saves to can be changed. So unless you add DCIM/Camera to Google Photos' storage scopes list, it won't see those files, but keep in mind that other apps may save files to that folder too so Google Photos will be able to see them.
