Thanks for narrowing it down and trying to help me troubleshoot. Let me tell you exactly what I did and the messages I receive:
When I install the app, it first asks me for notifications, contacts and phone permission, I denied it the phone permission and allowed the other two. Then it asks me for my phone number and I enter my number and it sends me an sms code (after I do an hcaptcha). I put in the code and after setting up a PIN and my name, it brings me to the home screen of signal where at the top I get the "optimize for missing play services" message. Hopefully that helps.
I have tried installing both from the apk on the signal website and from aurora store, same result in either case.
