Sart check if anything on your system is using that port. You can run sudo lsof -i :5037
and post the output (if any).
Edit: probably nevermind; that indicates that adb server is not running in the first place...
nothing came up.

hi, my phone was bought brand new from 'Giffgaff' the phone was in the unlocked state, phone is 2 months old now, 'Google' gave me the bootloader unlock command 2 days ago, so I assume everything is legit.
just connected target (Pixel) phone to laptop /internet via USB cable, every thing fine.
Sart well, we've already established that your bootloader seems to be unlocked. If all else fails, you still have the option to install via CLI (terminal), but that depends on how comfortable you are with the command line.
I assume there's something on your system blocking USB access to the device, it's just hard to figure out from a distance what that might be.
OEM unlocking can not be turned off while the bootloader is unlocked, that's working as intended.
You're on Ubuntu, check Brave isn't installed as a snap. Avoid flatpak too.
Just a quick note from my experience on LInux.
I've always used the CLI install - then there are no questions as to where or if there are issues...
It is quite easy to use... the instructions are very good - just follow the details.

I have now managed to install GrapheneOS onto my Google Pixel 8 Pro...(HOORAY).
I purchased a higher quality USB-C cable and installed Google Chrome (I then uninstalled Brave & Firefox followed by a reboot).
After I made those changes it went on easy-peasy.
thanks to you Dudes & Dudettes I am now officially a 'Brethren'.
