When I open it it tells me "try again" and I try again but it won't work. I temporarily turned off network permission yesterday but enabled it again and still it doesn't work.

Clark that is typical behavior when revoking network permission. You can always reboot, but it most of the time (for me) has helped to force quit the app in settings, disable it and reenable it. Clearing the cache might not hurt as well.

Clark nothing gets deleted. "Clear storage" would delete the data inside of an app (basically like a factory reset on a per-app basis). Force quit is just that - it stops all processes coming from an app. Disabling an app and reenabling it is also non-destructive. Clearing cache is just getting rid of temporary files.
Edit: I should've mentioned, that this process should be repeated for Play Store and Play Services accordingly. Those two are heavily interconnected (Play Store is very dependent on Play Services).

Clark that's not cool. Are you sure that you have network permission enabled for both Play Service and Play Store? Another thing you could try, just to be sure, is to disable network permission for both apps, reboot, reenable, reboot again and check if it works.
