  • Does eSIM activation use VPN?

I have a VPN configured in my Owner profile and I enabled both "Always-on VPN" and "Block connections without VPN".

When I provision and activate an eSIM using a QR code, do all of the network requests involved with the eSIM activation (including SM-DP) go over the Owner VPN? Do any requests bypass the VPN?

I ask this question because 1) eSIM support requires proprietary Google functionality (and possibly special privileges) and 2) cellular technology, such as WiFi Calling, doesn't always use the Owner VPN.

    FWIW, I activated such an eSIM QR code using the Orbot app (Tor) as the Owner profile VPN, with the device connected to a Wi-Fi access point that rejects non-Tor traffic. Activation worked, and the AP did not log any non-Tor connection attempts or any attempted DNS queries.
