Though this involve further annoyance, you could try flashing the device back to Google's stock Pixel OS. If suddenly calls and texts start working well, with the same T-Mobile SIM card, that would be very interesting. If running Google's OS does not improve the situation, the device may have a hardware problem.
Something less disruptive you could try would be dropping by a T-Mobile store and asking them to give you a new SIM card. In theory that shouldn't make any difference, but sometimes instead it makes a dramatic difference.
