I have a fresh install of the latest stable release on a Pixel 6a. I haven't changed any permissions for the phone app. I'm unable to make phone calls, but I seem to be able to receive them. The hash matches on boot.

Should add: When I try to make a call the screen immediately says "Call ended", then returns to my contact list. I'm also unable to make a call from a manually dialled number.

Okay, my provider wasn't helpful, but your post gave me an idea. I shut off LTE only mode, reset my phone and calls started working.
This is even though I appeared to have a working LTE connection that I was able to browse the web and make SMS messages from.

          Thanks for your help, folks

Citizen22 Thanks for reporting back! I'm glad it's working.

Citizen22 Disable Wi-Fi calling if it isn't enabled from the carrier. It is known to cause this type of behaviour.
