In the past when I created a new sandboxed account, I had to re-install each and every app that wasn't part of GOS' baseline. Wondering if there's a way, when building new sandboxes, to select any other apps already installed (say on my home account)? Sort of like when copying an existing virtual machine, the new one would include all the programs installed the source host. Examples of apps I'd do this with: AuroraStore, Droidify, VPN client, etc.
pre-installed apps for new sandboxes?

You can do this during initial set up of a user profile. If you want to do it afterwards then you can from the owner profile:
Settings > System > Multiple Users > (profile of your choice) > Install available apps
Apps have to be installed in your owner profile in order to add them to a user profile via above method.

Thank you!
Some clarification on doing this while creating the new accout:
From owner account, in the Multiple Users screen, tap Add user and provide name of new account and then you're at a screen for that new Account. Before tapping "Switch to (new account name), next to the bottom is "Install available apps". There you can toggle any/all apps (currently installed on owner Account, hence "available") to be auto-installed to this new account. Once they're selected, go back to the previous screen, choose "Switch to (new account name)". Complete setup and those (extra) apps are there.

Youve got it.
To avoid confusion when you are talking about this. In Android Open Source Project this feature is called "Multiple users" and you are creating new user profiles.
Accounts are something else unrelated.
The user creation from the quicksettings pulldown menu is really limited for some reason. The one in settings works normally.
