Earlier I had an issue with configuring a physical SIM and that was resolved by manually adding an APN. But now when I try to do the same thing, I am not able to save the APN settings. And I have this message in the APN settings activity:
Access point name Settings are not available for this user.

I am doing this from the Owner user. Not a secondary user.

I have reset the network settings.
Just to make sure deleted the only other secondary user I had and disabled multi user support.
    Still the same issue.

I didn't expect to run into this problem and timely help will be doubly appreciated since I am in a bit of an emergency.

ayaen what service are you using? Normally if there is an app for the service, they will give you the correct APN settings to input into the relavent fields.

      Edit:

1 First of all, you have to make sure that you are in the range of a known WiFi Network.
2 Then Turn on WiFi of your mobile and try to connect your phone with WiFi.
3 Now you need to reboot the phone, while connected to the WiFi Network.
4 When your mobile restarts, you will see that it will automatically connect to the WiFi network.
5 Now you should go to APN settings by following the above-mentioned steps, and you will be able to view and edit APN settings.
      Try this.
