grapheine Both Google Play Services and Play Store will run in the background when needed. You won't have to worry about it. For push notifications, it is recommended to give Google Play Services unrestricted battery usage.
You'll have to reinstall apps that depend on Google Play Services in order for them to detect the newly-installed Google Play Services.
