The word "unlocked" by itself is not helpful, because there are two different kinds of unlocking, and many sellers don't know the difference. Even many employees of cellular companies don't know the difference.
A SIM-unlocked phone will accept a SIM from multiple carriers. That is not enough for installing a different OS.
To install a different OS on a Pixel the device must be OEM unlocked. A device can be SIM-unlocked but not OEM-unlocked, and installing an OS on such a device won't work.
The directions for OEM-unlocking a Pixel are easy to find and take only a minute or two. If a device can't be quickly OEM-unlocked that is most likely never fixable, not even if a cellular-company employee says something about unlocking the device after some number of months, because what they almost certainly will be talking about is the only thing they know about, which is the only thing their system supports, which is SIM-unlocking.
