I don't think finitefutility mentioned an update, so it might not be exactly the same issue. Does your SIM card work in another phone? Does some different SIM also fail to work in your phone?
sophronesis my issue went away after I just left it off for about 5-10 minutes. Had it happen to me again that carrier was temporarily unavailable after an automatic reboot following an OS update, so I left it off for about 5 minutes again and it worked after.

treequell Not entirely sure the "solved" label is appropriate as I'm pretty sure this bug will happen again. Still no idea why a reboot would kill connection to carrier and why keeping the phone off for a few minutes restores it. Maybe an AOSP14 issue?
What Pixel do you have?
My P8 doesn't recieve calls and I can't call others with it either, callers get sent straight to voice mail. Data and sms is working just fine.
My sim is working perfectly in P7a and P4a for calls. Turning off the phone for 15 minutes doesn't fix this issue.
I have a Pixel 4a (5G) and am experiencing the same problems after the mandatory reboot after a GrapheneOS update. So far two attempts to solve it (turning device off and leaving it like that for a few minutes) has not helped, so I currently have no mobile connection whatsoever. Quite frustrating
finitefutility 3 power down attempts later, 2 reboots and no luck still. Currently the device is off, hoping it will magically come back somehow later. Very frustrating.
finitefutility I'm unaware of others who've reported this issue. It is possible that your phone has hardware that's beginning to show signs of failure.
Or there could be something about your setup or carrier. Can't be sure without more info.
You can try resetting mobile network settings from the owner profile in Settings > System > Reset options

I did actually reset the mobile network settings from the owner profile and then powered down the device again, no luck again.
Previously the sim card works immediately in another Pixel with stock OS, and another sim did not work in my phone.
What kind of hardware issue would this be? I was hoping to hold out for a potential 8a.

A factory reset or going back to the Stock OS might help rule out a software issue.
Or hopefully someone else here on the forum will have other suggestions.

I tried both a factory reset and have gone back to stock OS, both did not make a difference.
On stock OS, I went into that hidden Phone Info menu that apparently isn't available on GrapheneOS and for some reason, it shows that mobile radio power
is off.. and I can't seem to re-enable it!
Have you tried speaking with your mobile carrier about this?
I would suggest reading through the troubleshooting tips listed in https://grapheneos.org/usage#carrier-functionality.
I would suggest manually setting up the APN using the instructions from your mobile carrier, for instance.

I don't think it's carrier related as my sim works in 2 different phones immediately? Having said that I did manually set up APN settings according to my mobile carrier's instructions. I did read through that page as well, thanks for pointing me to it agian.
Could it be possible a SIM is defective in just one phone?
Google chat support says to send it to an authorised repair centre but at a high estimated cost.... so maybe I'm better off going for a Pixel 7a which is on discount now :D

I assume you checked to make sure mobile data was enabled ? It sometimes switches off .
Have you tried Sim in another device or moving physical location too see if its poor signal reception?

If you have tried your SIM card in multiple phones, and it doesn't work in only your 4a5g, and you have tried a different SIM in your 4a5g but that doesn't work, and you have tried two different OSs (GrapheneOS and the stock Pixel OS) on your 4a5g, then (a) you've done a lot of careful debugging work, but (b) it sounds as if the most likely cause remaining is a hardware failure on your 4a5g, probably the cellular modem. If part of a device is going to break, it can often break when a device is power-cycled.

In theory, yes.... maybe one of the contacts is scarred or corroded in exactly a way that matches a flaw in the phone's SIM contact array. But that would be a very unlikely event. Where I live, most carriers are willing to issue a replacement SIM for no cost or a minimal cost, so you might try that.
But I'm afraid the most likely situation is a hardware failure in your 4a5g.
