Home Assistant is the way to go. But it's hard to use, really.
If you want something third party, which is a way more easier, use Homey (http://homey.app). It is most likely not following the GOS standards, but technically you can use it offline. But the Homey Pro (which is totally recommended, if using Homey), costs like 400€
