Example: AT&T in USA. Your physical position is recorded when:
You receive a call
You initiate a call
You passively do not answer a call
You actively reject a call
You send an SMS
You receive an SMS
You send an MMS
You receive an MMS
You use data
... and if you do none of those things, AT&T pings your phone periodically anyway... every 28 minutes on the data that I got by subpoena regarding my wife's murder.
This is not to speak of CALEA and the fact that any law enforcement can request that you be tracked in real time.
Europe is no different (don't even start with GDPR)
IF Police are showing up "conveniently", it means they have done their jobs well and have slowly put together a network of criminals. Tally ho.
It is rather easy to connect people who use phones on a cellular network even if you don't say/type a word.
I did it with civil subpoenas, I wish i had warrant authority.
