Rookie There's an issue with timely notifications with Android 14. You can refer to this post by the GrapheneOS official account: https://discuss.grapheneos.org/d/7826-push-notifications-delayed/35 (this thread also has many who reported this issue)

It appears this issue is affecting people who are on the Stock OS as well, so it's not a GrapheneOS issue.

Network wise I meant if you changed your DNS settings and if you're running it over VPN? Have you tried disabling those to isolate the issue?

Have you even considered Signal-Foss? Proprietary Google binary blobs removed. Uses OpenStreetMap for maps and a websocket server connection, instead of Google Maps and Firebase Cloud Messaging.

Rookie Signal should work as Aurora/Play build is the same as their website APK AFAI minus the built-in updater. If it detects Google play services, it will use them for notifications, if it doesn't, it will fall back to their own push. I believe WhatsApp behaves that same way, but that needs to be verified. More often builds are different and do not contain fallback mechanisms and people don't factor those things into account.
