Pixel 7 with the latest stable graphenos.
The app close/crash on the second TOS short before the finish.
Because of that it can not finish the installation and you can only reset it (linking is done at that point)

Tozu Have you activated the Pixel Watch service on a device running something other than GrapheneOS? You need to do that first. There is some unpublished dependency that GrapheneOS is missing in order to activate cell service in addition to needing the Play Store, Google Services Framework and/or Google Play Services.

I did this indeed today as I wanted to work around it and transfer the watch from another phone instead of set it up on my grapheneos device.
It did an update (which makes the setup way faster).
However even with the transfer the first screen is to accept the extra TOS. It also close with the accept button and the transfer ends with the same message 'something went wrong please reset'. In the end you have to accept the TOS step on your device which close/crash the app and let the process fail (even when it's successful linked).
I can't see a way to get it working right now.
For anyone who encounter the issue it's needed to install the "google" app for the setup. Just installed without network permission and added nearby devices rights.
You have to allow shortly network access at the Google assist point to proceed and can revoke it direct afterwards.
After the setup I removed nearby again and deactivated the app.
All works fine so far.
Not happy about it but looks like a must.
