Is there a data only sim I can purchase so I can use wifi only calling?

I know I can toggle off the connection to a cell tower in Graphene but why have cell data at all? Am I missing something?

        I have recently changed from a dongle to Unlimited data SIM Only deal. I went to their retail shop where the manager is perhaps allowed to offer special deals towards the end of the month. Hence for just £14 per month I got not only unlimited SIM but also a free Wi-Fi router hub – I joked – could you sign me up for five years?
        Absolutely brilliant – we take it on holiday with us so we can connect and stream TV etc even in remote areas of Scotland, Wales and Cornwall. As you will have guessed there are no wires and no installation fees and with the router covers house, garden or outside the camper in a camping chair…. Hope this helps?

        @Kryptos @Andy Damn, I didn't realize that they wanted mobile data but to not connect to towers. No, that's impossible lol.
