I think that is a reasonable interpretation. Note that the existing dialer app might be replaced in the next few years, in which case time spent on this code base might be wasted.

That matches my sense, though contributed code would need to be good and I think it would also be prudent for it to have been tested on multiple devices and multiple carriers.
