A couple of things to verify:

  1. You aren't using a incognito window
  2. You are using a supported browser and it is up to date
  3. You have plenty of storage space on your computer (guide says 32GB - you may not need that much, but certainly make sure to have plenty available).

#3 is where I had similar issues when trying to install.

Seanex It depends on the problem and the time you are asking the question - asking it during morning American times was the fastest support I got.
I would recommend you to avoid smartphones for installation and use a Windows/MacOS laptop instead due to more memory available, but I don't know whether all those lack of memory issues I had are resolved after those updates to the Web installer where memory management was improved.
Also make sure to get info from the mods/devs if possible(don't ping them) you have to wait for long time but I had issues listening to random people in the room and they wouldn't take responsibility if something goes wrong.
Do your other works and also take care of your health instead of continuously trying to install it like me
Use chrome/brave and only supported browsers.
If you have already completed the installation,
Welcome to The GrapheneOS side :)

I also had a problem with WebInstaller, it flashed, wrote twice to phone, restarted phone and then the computer stopped "seeing" the phone and interrupted the installation:
Failed to execute 'open' on 'USBDevice': Access denied.

I hadn't memory problems, tried on another computer, changing browsers...nothing. It didn't work either using the flash-all.bat file which in theory does the same but without the browser.

But It fell into the same; when phone restart it was no longer visible.

The only option left was to get my hands dirty and type the commands by hand one-by-one.

If it doesn't help you I hope will gives you some idea:
