I think a misunderstanding may be in progress.
For 2027 it is Qualcomm (not GrapheneOS, not Motorola) who has decided that the security features GrapheneOS requires, that Google ships in all of their processors, will be available only in Qualcomm's top-end chip.
It is not surprising that Motorola plans to ship Qualcomm's top-end chip in flagship phones, because top-end chips are expensive, so putting them in cheap phones would make those phones not cheap.
If in 2028 Qualcomm extends the reach of good hardware security down their chip range, it may well make sense for Motorola to ship those features in cheaper phones.
But the situation for 2027 isn't that GrapheneOS and Motorola jointly decided to withhold security from the masses, and there is no reason at present to expect that anybody will "stick to" that as an approach.
