Sounds like it needs more power than the phone is able to supply it with?
intelligence yeah, its not sending power. So something is blocking it, a software setting or a hardware malfunction.

Update: i cleaned the port thoroughly with 90% alcohol. I tried pluging in the controller faced down and it that actually worked. So only one side is not allowing the controller to be powered by the phone.
Amanan Some USB-C wires are wired wrong. You seem to have found one.
