There isn't anything special about tensor, it's arm.
Hot wheels wouldn't alienate a large part of their base by compiling for armv9.5a and up.
I usually see a v8a and v7a version of apps still in use today (32bit still supported) even for hot wheels.
As tandara mentioned, it's probably a "security" check on the OS. Maybe it's an anticheat feature if that game has online multiplayer? A custom OS could have game cheats in it.
Other blocks from installing certain other apps could be due to region locks or screen size requirements.
