Hello--sorry--you've been through the wringer with this issue. That's frustrating to have issues.
I tried searching for a solution and couldn't find one unfortunately.
Developer options probably wouldn't affect this. Avoid changing stuff in here though.
My own tests
On my default phone app, every combination of: outbound or inbound call & i hang up or they hang up. I always hear a sound that the call ended.
I tested: do-not-disturb, silent, vibrate, all sounds at 0% even call volume and alarm.
Diagnose or fix?
You could try a call in another profile. Call a store or something and hang up.
To enable profile calling: settings > system > users > pick one > turn on phone calls & SMS
Test inside that user profile.
Test another phone app, for example:
- Fossify phone
- Google phone
Delete the phone app's storage and cache.
You will still have your voicemails. (Back them up if they're important by selecting send to under visual voicemail and then pick your file manager app). Have backups anyway in case your phone is lost or randomly broken.

We should tell people about the ramifications of this so they can make an informed decision that includes their circumstances.
Reset app preferences will:
- Resets notification settings (including specific notifications that you set to silent or disabled)
- Reset permissions
- Reset battery optimization settings (If you set any to: un/restricted)
- Reset your default apps
- Re-enable disabled apps
- Reset background data restrictions that you set.
- Keep any saved data. (storage/cache unaffected)
