Probably9857 None. It only applies to Google-certified OSs (basically stock OSs that license Google Mobile Services).
Although on the face of it, it seems that there's no impact to ROMs like Graphene, there will likely be an unintended impact due to app maintainers/developers that either choose not to or can't meet the new Google requirements and stop app development when they get pulled from the Play store. I imagine there will be quite a few app developers that won't continue working on something when their app's userbase gets cut down to a fraction of what it was the day before the restriction was put in place.
