I do not see this practice mentioned, at least in the articles I read. Nor have I heard of such a practice. In my (limited) knowledge of these laws, the burden of verification is on the website being visited and does not have much to do with carrier activation or come "baked in." If you have a specific article on FSC that mentions that practice, I would love to read it.
I do think age verification laws are an issue, but they are also so poorly implemented that it's hard to know how to deal with them. I expect many will be abject failures.
