Yes. Several times I have flashed GrapheneOS onto Pixel devices from an old tower PC without USB-C. A high-quality A-to-C cable has worked fine. Just get something solid (Belkin, Cable Matters, Best Buy, probably Anker). USB-C cables with good power and data-rate specs from a good brand will generally be ok. Apple C-to-C cables should be good too, as long as you avoid the special power-only cables.
